The PASRR assessment is completed before a person moves into a nursing home. It’s an evaluation with questions designed to see if a person has a serious mental illness or developmental disability to ensure the facility can address their needs.

PASRR regulations require that all individuals seeking admission to a Medicaid-certified nursing facility be assessed for serious mental illness and/or a developmental disability.
Purpose:
The purpose of PASRR is to ensure that individuals seeking admission to a Medicaid-certified nursing facility and residents with serious mental illness or developmental disability are identified, appropriately placed in the least restrictive setting, and admitted or allowed to stay in a nursing facility only if they can be appropriately and adequately served in that setting.
RULE CHANGES EFFECTIVE DEC. 30, 2019
The Ohio Department of Medicaid (ODM), the Ohio Department of Developmental Disability (DODD) and the Ohio Department of Mental Health and Addiction Services (OhioMHAS) conducted three (3) webinars in December to focus on the Pre-admission Screening and Resident Review (PASRR) rule changes.
These changes were made as a result of the five-year rule review process, as well as to align state and federal regulations. A few of the changes include terminology changes, definition changes, and removing redundant language. Facilities will also be required to submit all level changes via the Healthcare Electronic Notification System (HENS).
The Mental Health rule governing PASRR can be found in Ohio Administrative Code (OAC), under 5122- 21-03. Two significant changes were made to this rule.
